Purpose of Position:
Monitoring, Evaluation and Learning (MEL) Specialist, USAID/Haiti Resilient Environment South ActivityWorld Vision seeks a Monitoring, Evaluation and Learning (MEL) Specialist for the proposed USAID-funded Resilient Environment South Activity in Haiti. The goal of the Activity is increasing community resilience by protecting and restoring ecosystem services. This activity is a 5-year program worth $24.99 million.
The MEL Specialist is responsible for establishing a robust monitoring, evaluation, and learning system to ensure effective implementation of the activity and early identification of problems and results. The MEL Specialist needs to have demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design, and effectively promoting evidence-based program management.

Position is contingent upon funding and donor approval.
Key Responsibilities:
- Responsible for project monitoring and evaluation strategy and Standards
Develop and ensure that the established guidelines on project monitoring and evaluation for different project components are respected by WV team as well as consortium members in alignment with the agreements reached. Coordinate with World Vision staff and sub-grantees staff on meeting the monitoring and evaluation requirements
Coordinate with communities, service providers, and local governments, consortium members and donor representative to reach agreement on the M&E system set up and continuously review the M&E practice to ensure meaningful participation of stakeholders in improving the system
Set up operational arrangements for collecting, analysing, and reporting project data, and for investing in capacity building, to sustain the Monitoring and Evaluation function.
Supervise staff that report directly to this position. Conduct regular coaching and implement the Performance Development Management systems.
Work with the Collaboration, Learning and Adaptation (CLA) Lead to ensure high quality, coordinated, and demand driven learning, knowledge management and capacity strengthening activities.
Position requirements and qualifications
- Master’s degree or higher in public health, program evaluation, statistics, social sciences, or other relevant discipline
Five years working in monitoring, evaluation, and research in the public health field, with progressively increasing level of responsibility
Demonstrated ability to:conduct rigorous quantitative and qualitative analysis using appropriate analytical methods; design and implement quantitative and qualitative rapid appraisals, etc.; and facilitate knowledge management and dissemination of research findings.
Strong written and oral English and French skills
Familiarity with USAID’s Collaborating, Learning and Adaption (CLA) approach
Report writing, research, monitoring and evaluation skills
Ability to design and manage assessments, baselines, and evaluations
Excellent analytical, planning, organizing and management skills
Must be able to work with multiple deadlines and high demands
Ability to handle sensitive and confidential information with absolute discretion
Proven experience in conducting research studies, baseline and impact evaluation surveys, preferably within multi-sector approaches
Preferred Skills, Knowledge and Experience:
- Work experience in an international relief and development organization is preferred
Experience in managing inter-agency consortiums is preferred
Proficient project management skills is preferred
Strong capacity building skills using different methodologies
Proven competence in Statistical package including but not limited to SPSS, STATA, ODK, etc.
Knowledge of various technologies that can leverage programming, such as GIS, Mobile solutions in research, etc.
Ability to work in a cross-cultural environment
